Executive committee approves construction plans for Provenance PD Trailway extension

The Tippecanoe County Area Plan Commission executive committee approved Sept. 3 the construction plans for a Trailway extension within the Provenance Planned Development (PD), allowing the developer to begin site work for the segment while reserving final plat approval and public dedication until the road is constructed and presented for recordation.
The approved action covers only construction plans for Trailway (a north–south connector within the Provenance PD). Staff said the portion under review comes from a future phase and that the lines and phases in the PD have shifted since the original 2012 approval. The committee was told the Trailway segment is required to enable other phases to progress.
Why it matters: Approval of construction plans permits the developer to apply for improvement-location permits and begin work; the final plat and public dedication — at which point the road would be legally accepted by West Lafayette — will be submitted after construction is complete.
Details and discussion
- Staff described the request as a construction-plan approval only for a portion of the Provenance PD (PD 25-11). The Trailway portion under approval is being built from an eastern segment westward to connect with a future north–south road.
- Staff noted the approval conditions from the original PD that applied to this portion had been met. "What you are approving this evening is the construction plans only. Once they have the road constructed, they will come back with the final plat to have that approved and dedicated to West Lafayette at that point," staff said.
- Greg Colesio, representing Old Town Companies, said: "I agree with staff's recommendations and requesting approval for the extension of Trailway to our future developments to the North and future, for Old Town Companies and future developments, for PRF to the South."
- Commissioners raised map and phase alignment questions; staff explained that earlier PD rezones and redrawn phase lines shifted Trailway among phases during subsequent PD adjustments since the 2012 original approval.
Vote and next steps
The committee recorded a unanimous ballot in favor of the construction-plan approval. Staff indicated that, once recorded, the approval will allow the developer to obtain improvement-location permits and begin construction. The developer must return with a final plat and dedication package after road construction is complete.
