Staff emphasized the county highway does not install speed humps — installation is the responsibility of residents or homeowners associations following the county’s written process — and cited snow‑plow compatibility as a reason the county avoids installing humps.
Commissioner Thomas moved to amend the policy to add Board approval of installations; the amendment was seconded and the motion to amend passed 3‑0. The amended policy was then approved by roll call, 3‑0.
Commissioners said the policy clearly centralizes the application process and makes explicit that neighbors and HOAs must initiate requests if they want speed humps in their subdivisions.
