Lake County officials seek $197,000 in library funds to replace rooftop HVAC, add security at Windfield branch

Library officials told the Lake County Board of Commissioners they need $197,000 from library cash reserves to replace a rooftop HVAC unit at the Crown Point Community Library and to pay for a temporary unit while repairs proceed.

"The larger amount of $197,000 is the replacement for that unit, and also includes the temporary unit that we've had in there since the library was, somewhat unusual, and, option is very hot summer," the library director said during the meeting, explaining the request. The director also said additional HVAC repairs have arrived simultaneously and that library funds must cover those costs.

The director said the appropriation request draws on library cash reserves and "has no impact on the county budget," because the funds are library-held. The director noted the library lost certain budgeted funds this year after a staffing change in the business office and that the current request is being paid from reserves rather than the county general fund.

Separately, the director told commissioners the county would use an existing excess welfare distribution fund to pay for security improvements at the Windfield branch, describing past incidents that prompted the work. "That access welfare distribution fund was 1 came years and years ago. That has to be incorporated only for safety issues. So we're actually gearing up that fund with that project," the director said.

Commissioners asked questions during the presentation; no vote or formal approval was recorded in the transcript. The director also told commissioners that two of the projects were unexpected and that a temporary unit had been used since June.

Library staff characterized the work as safety- and operations-focused: replacing the rooftop HVAC unit that left a large portion of the library without effective climate control and adding security measures intended to protect staff and create safe exits from public areas.
