Board updates three CAP applications: Chinworth, Syracuse/North Webster and Leesburg projects

Board members provided updates on three community assistance program (CAP) applications related to trail and amenity projects in Kosciusko County.
Chinworth CAP project Troy and staff reported that the Chinworth CAP application is being prepared but that roughly two acres near the Chinworth Bridge are owned by the Kosciusko County Historical Society. Board members said they need to clarify land ownership and whether a transfer or formal agreement is required before submitting the CAP letter of intent and that they will meet with county staff (including Carrie and the commissioners’ office) to resolve ownership questions. The board expects to meet with the historical society and county staff in October to clarify the layout and title/ownership questions before the commissioners consider the project for submission.
Syracuse / North Webster CAP project Staff reported the Syracuse/North Webster application has been submitted to the K21 program and that the application passed initial review and was forwarded to the CAP committee for consideration at the committee’s upcoming meeting (committee date referenced as the 26th). The Syracuse team has submitted a Level 2 design exception request to INDOT for a portion of the route (Waco to Ideal Beach) and is coordinating with DNR and MACOG on funding and right‑of‑way issues for subsequent segments.
Leesburg CAP project Leesburg’s CAP application faces a timing constraint tied to school‑board requirements. The school system requires an engineering study before it will approve trail access across certain school parcels; therefore the Leesburg project will be phased. The board will pursue CAP funding for amenities that connect the newly funded trail to existing ball fields and pursue additional conversations with the school system on land access and matching funds. Board staff said Indiana Trails program applications for right‑of‑way/funding are on a longer timeline (next available application cycle referenced as 2027), so the Leesburg project may proceed in phases using alternative local funding while the engineering study is completed.
What’s next Board staff will schedule a meeting with county staff and the historical society to clarify Chinworth land ownership and will update the CAP committee and the commissioners as decisions are reached. Syracuse staff will continue INDOT coordination and prepare responses to CAP committee feedback. Leesburg staff will obtain a cost estimate for the engineering study required by the school board and pursue phased project options and matching funds.
