Council approves sheriff appropriations, insurance deposit and several grant applications

The Kosciusko County Council approved multiple appropriations and fund transfers requested by the sheriff’s office, accepted an insurance payment for a damaged patrol vehicle and authorized several grant applications from county departments.
Michelle, representing the sheriff’s office, outlined four requests. First, the council approved an $18,000 appropriation from fund 1192 (violent offender registry/user-fee fund) to a new payroll account (11359) to partially fund a registrar position. Michelle said the move "is sort of a way...we are allowed to use that for management of the...violent offender registrar" so county general would no longer entirely fund the position. The council approved the appropriation and corresponding salary ordinance by voice vote (motion by Kim; second recorded).
Second, the council accepted a $12,286.76 insurance check from the governmental inter-insurance fund to County General vehicle replacement (account 44045) to pay for damage to a deputy's vehicle after striking a deer; the appropriation adjustment was approved by voice vote.
Third, the council approved a salary-ordinance amendment for county general account 10162 to $57,420 to reflect filling a position at a higher step after an internal reassignment. Fourth, the sheriff sought a transfer of $20,000 from jail meals (1014) into jail operating supplies (23010) to cover higher-than-expected costs for replacing mattresses and other supplies; the transfer passed.
Council members then approved two grant-related items. EMA director Kip requested permission to apply for the State Homeland Security Grant Program for up to $75,000 to help fund a replacement emergency management vehicle. The council authorized application to the Indiana Department of Homeland Security (motion by Glenn; second by Kim).
Tammy requested permission to apply for a $10,000 K-Code grant for the county’s reentry court to cover travel, team members, training and drug testing; the council approved that application as well (motion by Sam; second by Rachel).
Health department staff Alyssa presented a set of internal transfers from Health First Indiana Fund accounts to consolidate project accounting, including $48,878.20 to a food coalition project and smaller transfers for AEDs and prenatal advertising. The council approved those transfers.
Ending: The approved appropriations and grant applications move forward. Departments will complete required grant applications and submit final budget and salary ordinance paperwork to county finance staff.
