Coos County commissioners on a September 2025 meeting approved a series of resolutions, contracts, personnel reclassifications and intergovernmental agreements covering public safety, roads, forestry and county staffing.
The board voted unanimously on more than a dozen motions, including recognizing two long‑serving county employees, awarding timber and road contracts, approving the Community Corrections biennial plan and intergovernmental agreements with the Oregon Department of Corrections, and authorizing a sole‑source digital imaging contract for the county’s road network.
Highlights of formal actions taken include: the board approved resolutions recognizing Kathy Cooley and Renee Hacker for 25 years of county service; approved revised job descriptions and reclassifications for multiple county positions effective Sept. 1, 2025; accepted low quotes and awarded contracts for pre‑commercial thinning and seedling planting on county forest lands; awarded a pile wall repair contract for Ross Inlet Road; approved a sole‑source contract for 360‑degree digital imaging of county roads; and approved Community Corrections’ 2025–27 biennial plan and two related intergovernmental agreements with the state. The board also declared specified sheriff’s office equipment surplus and authorized auction, approved elevator maintenance for the jail, renewed pollution liability insurance for a storage tank at the roads department, and signed letters of support on two grant and legal‑clarification matters.
Several contracts were awarded to low bidders after staff presentations: Raindrop Reforestation won the pre‑commercial thinning contract (PCT‑1‑25) at $177 per acre for approximately 329 acres; Ponderosa Reforestation Inc. was awarded planting contract PL‑1‑25 to plant roughly 73,326 seedlings at $380 per thousand; and Legacy Contracting Inc. was awarded the Ross Inlet Road pile wall repair project for $649,031. The board authorized the roadmaster to sign the Ross Inlet contract after county counsel review.
On technology and pavement management, commissioners approved sole‑source findings and a contract with Capital Asset and Pavement Services for digital imaging not to exceed $44,000 to obtain 360‑degree “street view” imagery of paved and gravel miles.
Community Corrections Director Mike Crim presented the department’s 2025–27 biennial plan, which the board approved. The board also authorized two intergovernmental agreements with the Oregon Department of Corrections: IGA 6895 for Community Corrections service delivery and IGA 6929 for Measure 57 funding for property and drug offender supervision. Crim said the program is largely state‑funded and approximated annual funding near $5,000,000 before recent reductions.
Other routine actions approved included declaring four sheriff’s office firearm items and related equipment surplus for auction, awarding a contract to Centric Elevator for jail elevator maintenance, approving a library service district contract for FY2025–26, authorizing an IGA with Green Acres Rural Fire Protection District for a HUD CDBG application, approving a pollution liability insurance renewal (policy cost approved at $1,545.52 including taxes/fees), and signing a letter of support for a CCD grant application and a joint letter backing Marion County’s request for federal judicial review regarding conflicts between federal immigration requests and state records/privacy rules.
Votes on each motion were recorded during the meeting and, where made, seconded; motions carried without recorded dissent. Several items were introduced as late agenda items and approved during the session.

Where motions were introduced by county staff or other named presenters, the minutes capture the motion and second but do not list individual commissioners’ recorded “yes”/“no” on the transcript excerpt.
Ending: The board recessed as the governing body and briefly met as the Library Service District governing body to approve library funding for FY2025–26, then returned and concluded with commissioner reports and public comment.
