Commission told CLG application is pending; staff to circulate National Park Service update and a quasi‑judicial guidance memo

At the start of the meeting the commission approved the minutes from its Aug. 20, 2025, meeting by unanimous voice vote.
Later in the agenda, Eric Sampson, community development staff, updated the commission on the city's Certified Local Government (CLG) application and said staff had not yet heard back from the National Park Service. "Most likely, it's getting delayed a little bit longer than we would like due to the funding cut at the federal level for the National Park Service," Sampson said. He said staff member Lindsay would contact the National Park Service and circulate any response to commissioners by email.
Staff also noted the city attorney provided a written reference guide on procedures for quasi‑judicial hearings in advance of future landmark applications. Sampson said he would email the guide and related materials to commissioners and that the guide will be useful when the commission acts in a quasi‑judicial capacity on landmark nominations.
Commissioners discussed neighborhood outreach performed at recent neighborhood nights and the Inglewood block party. Commissioners cautioned about process expectations: Ken Chu (commissioner) and others reminded attendees that, under Englewood's local ordinance, a property may not be designated historic without the owner's consent; commissioners said that requirement was made explicit in prior council discussions and that the commission does not pursue owner‑consent‑less designations.
Ending: Staff will circulate any National Park Service response, send the quasi‑judicial reference guide to commissioners and provide application materials and outreach flyers used in recent neighborhood events to newer commissioners.
