HCOG board approves SS TAC membership bookkeeping changes after unanimous vote

The Humboldt County Association of Governments board on Sept. 18 approved housekeeping changes to the Social Services and Transit Advisory Committee membership, moving two transit operators between statutory and discretionary seats and acknowledging Arcadia’s request to be removed.
The change follows a staff recommendation and a unanimous vote approving the SS TAC membership updates. Arcadia requested removal from SS TAC membership after the city transferred its transit services to Humboldt Transit Authority; the city remains represented on the HCOG board and the technical advisory committee. HCOG staff proposed that CAE Transport, which no longer operates the dial-a-ride contract, be moved to a discretionary seat and that Fortuna Transit be moved into a statutory seat that is intended for transit operators. Staff told the board the swap is “bookkeeping” and will not change actual representation between the two agencies.
HCOG staff said the SS TAC forwarded the membership recommendation unanimously following its Sept. 3 meeting. The board asked no substantive questions and approved the recommendation by motion.
Board members confirmed the changes will not remove Arcadia from other HCOG roles. HCOG staff noted the city remains a member of the technical advisory committee and the HCOG board despite the SS TAC removal request.
The vote was taken by voice; the motion passed and the board recorded no votes in opposition.
The membership changes take effect immediately for committee organization and reporting; HCOG staff said they would update committee rosters and meeting notices to reflect the new statutory/discretionary assignments. No fiscal impact or programmatic change was identified for the committee’s work.
Looking ahead, staff said the SS TAC will continue to advise on transit and social services issues and that membership adjustments can be revisited if local service arrangements change.
