BOCC approves revisions to county procurement policy; new limits and title updates included

County staff presented revisions to Administrative Regulation 4.06 (the BOCC procurement policy) and the commissioners approved the updated policy with an effective date of Sept. 25, 2025.
Staff said a county procurement policy review committee met several times and recommended updates to department titles, purchasing-authority levels, credit-card purchasing authority and the classification of purchases. The proposed revisions also formalize a capital policy committee to review larger capital procurements. The county administrator recommended adoption; staff said the revisions apply to all BOCC purchases regardless of funding source.
Commissioner Burrows moved to approve the revised administrative regulation; Commissioner Goodbread seconded. The motion passed unanimously.
Staff said the revisions were prepared to streamline procurement workflow and to align titles and thresholds across county departments. If further adjustments are needed, staff said they will return to the board with proposed changes.
