Emmaus council approves minutes, financial reports, bill payments and a staff promotion; resignation announced

Emmaus Borough Council on Sept. 2 approved a series of routine actions including minutes, financial reports, payroll and a personnel promotion. Council also received a communication announcing the immediate resignation of Carl Hertwig from the Joint Environmental Advisory Council and learned of an upcoming community event request.
Minutes: The council moved to approve the minutes from the Aug. 18 meeting; the motion was moved and seconded. One council member said, "I will abstain. I was not at the meeting." The council recorded that Councilman Dufresne was absent. The minutes motion carried with five ayes, one abstention and one absence as recorded during the meeting.
Financial statements and auditors' report: Council approved the borough’s financial statements and the annual auditors' report after a motion by Mister Ladenburg and a second by Miss Watt. The meeting recorded six ayes for that motion.
Bill list and payroll: Council considered Resolution 2025-26, which authorizes payment of the bill list for 09/02/2025. The amounts read into the record were: bill list $939,887.19; payroll $172,196.36; payroll taxes $69,648.06; and a grand total read aloud as $1,229,273.02. The council placed the resolution in the form of a motion, which passed after being seconded by Miss Watt. The council approved the bill list and payroll as presented.
Personnel: The council approved advancement of Charles Wesch (referred to in the meeting as "CJ") to a class 3 employee under the applicable union contract after a motion by Mister Ladenburg, seconded by Mister Anders. The meeting recorded six ayes on that motion.
Communications and appointments: Council communications included notice that Ashley Grossman requested to hold an event at Triangle Park; council referred the request to staff. The council also received notice that Carl Hertwig resigned from the Joint Environmental Advisory Council effective immediately; no appointment to fill that vacancy was made at the meeting.
