Board approves Moreno Institute contract for migrant after‑school services; trustees request DSA and outcome data

Central Unified trustees approved migrant‑education after‑school services with the Moreno Institute at the Sept. 23 meeting after administration said the item had been reviewed by the department and additional information was provided in the district’s Friday report.

Director Grigsby presented the item and said a fuller migrant program report will return to the board in November. Grigsby said the services are aligned to a regional District Service Agreement (DSA) that the migrant parent committee and program leadership develop; she said the DSA guides allocations and monitoring for the regional migrant program.

Trustees asked for greater clarity on vendor oversight and evaluation. Trustee Chavez asked about qualifications for the vendor’s teacher interns; Moreno Institute representatives said interns are recruited from Fresno State and local colleges, undergo fingerprinting/background checks and complete a training sequence (including a week of in‑service training) and the vendor will align its orientation to district expectations. The board requested the district attach the DSA and two years of migrant program outcome data to the Friday report so trustees can see how the proposed services map to prior outcomes and parent input.

Trustees also asked that in‑kind services provided by the vendor (for example, free parent trainings described at the meeting) be recorded in the contract file so the district retains a record. Director Grigsby confirmed Moreno Institute offers parent trainings at no charge and said the district will formalize those offerings in the program documentation.

The motion to approve the after‑school services was moved/seconded and passed unanimously. Administration said it will return a full program report in November with a monitoring plan and evaluation measures.
