The bidder said it would perform its own asbestos abatement and has experience with site restoration and hydroseeding, which staff said could reduce hauling and disposal costs.
Staff also presented a quote of $25,000 to demolish an old shower house and recommended adding that work as a change order to the awarded contract; staff said the shower house is a concrete slab‑on‑grade structure with limited asbestos and would fit within the grant funding. Commissioners moved and approved awarding the contract to DRC Inc. and adding the shower house demolition as a change order; staff said the demolition could begin immediately and the grant deadline for completion is Nov. 1.
Staff said the contractor proposed erosion controls including silt fence and angled water bars and would plant native species for shoreline stabilization after demolition. Commissioners approved the award and the change order unanimously on the natural resources agenda.
