Under the revision, the bylaws will govern how the policy committee operates while the separate fiscal agreement will cover funding terms, making it simpler to manage each funding round. The presenter said the Leech Lake watershed involves only Hubbard and Cass counties and has been an “easy working relationship.”
Commissioner Tom moved to approve the bylaws update; Commissioner Ted seconded and the motion carried with an affirmative vote.
The board did not request additional changes at the meeting. Staff said the split should reduce administrative burden and clarify which partners must follow funding rules.
