Sutter LAFCO authorizes contract with RSG to prepare Live Oak municipal service review

The Sutter Local Agency Formation Commission on Sept. 11 authorized the executive officer to enter into an independent-contractor agreement with RSG, Inc., to prepare a municipal service review and sphere-of-influence update for the City of Live Oak.
Staff said the proposed work stems from the commission’s budget and workplan; Live Oak’s last comprehensive MSR dates to 2012 and needs updating. Doug Libby, the commission’s executive officer, told commissioners the contract amount was “like $46,000,” a figure staff said is substantially less than the recent countywide fire MSR completed by RSG.
Commissioner Ziegenmeyer moved to authorize the contract; Commissioner Stevens seconded. The motion passed unanimously.
The contract will fund consultant work to update Live Oak’s municipal service review beginning in January and will provide the commission an updated basis for any future sphere-of-influence or service recommendations related to the city. Staff said they will return to the commission with the proposed contract details for execution and incorporation into the current fiscal-year budget.
