Iredell County board approves application for FY2027 transit grants

The Iredell County Board of Commissioners on Sept. 16 authorized Iredell County Area Transit (ICATS) to apply for federal and state public-transit grants for fiscal year 2027 and approved a county official to sign required assurances.
ICATS staff presented grant estimates and program descriptions at the board's regular meeting. "These are for FTA and NCDOT grants and applications, so these grants are a combination of formula and competitive. Therefore none of these numbers are guaranteed," said Brianna (ICATS staff). The presenter said the total grant request amounts discussed were $2,882,921 with a local match of $988,086 and also referenced other figures during the presentation; she emphasized amounts are estimates and awards are not guaranteed.
The presentation described funding sources and common FTA programs used by rural and small-urban systems. The presenter identified three program types by number during the meeting: the program serving elderly and disabled riders (referred to in the presentation as "53 10"), a rural-area formula program (referred to as "53 11") and the urban-area program (referred to as "2,307"). The board was also asked to authorize Bradley Johnson, the county's transit director, to submit grant applications, make necessary assurances and enter agreements with the North Carolina Department of Transportation (NCDOT) as needed.
Vice Chair Neider moved to approve the application and authorization; the motion carried. County staff also provided a resolution for the county manager to sign confirming the grant totals had been presented to the board.
The board opened and closed a public hearing on the applications the same evening; no members of the public spoke. The application deadline cited in the presentation is Oct. 3, 2025.
The county manager and ICATS staff said the local match would be funded by ICATS-generated funds. ICATS staff said they plan additional outreach, including a rider survey, to identify service gaps and community needs.
The board took the action by voice vote during the meeting; the motion passed and the county will proceed with the NCDOT call for projects process and related federal assurances.
