Commission approves pedestrian hybrid beacon for Third Avenue North greenway crossing

The Metro Nashville Traffic & Parking Commission approved authorization for a pedestrian hybrid beacon (PHB) at the Third Avenue North crossing of the Magdenberg Greenway, a mid-block location that staff said has experienced multiple pedestrian crashes, including a fatality.
NDOT staff described the PHB as a push-button-activated signal that will stop traffic when a pedestrian requests to cross. "NDOT recommends approval of the new PHB at this location," NDOT staff said; staff added that temporary stop signs are currently in place for safety while the PHB is designed.
Commissioners and staff discussed the difference between PHBs and rectangular rapid-flashing beacons (RRFBs). Staff said PHBs are typically recommended where pedestrian volumes are higher and that RRFBs are a lower-cost alternative for lower-volume crossings. The posted speed limit on the segment is 25 mph, and staff said the proposed PHB is already under design with construction expected in October.
The commission approved the PHB authorization by voice vote with no recorded opposition.
NDOT said the existing temporary stop signs will be removed when the PHB is installed and that raised crosswalks or other non-intersection treatments may be considered outside the commission's regulatory purview.
The commission recorded approval of item 6.1 and directed staff to proceed with final design and construction scheduling.
