Council approves two east-bench annexations totaling about 101 acres; moves to closed session for land talks

The Spanish Fork City Council on Sept. 2 approved two adjacent annexations — Maple View Farms (about 40 acres) and Stewart Farms (about 62 acres) — and adopted a resolution route to bring the properties into the city with a rural-residential (RR) zoning designation pending any future legislative rezoning. Council members said the annexations will eliminate an “island” of unincorporated Utah County and enable orderly utility connections and development under the city’s growth management boundary.
Brandon (planning staff) told the council the north portion is just under 40 acres and the south portion just over 62 acres; he said the properties are inside the city’s annexation policy boundary and that water and other utilities are positioned to serve the area. Applicants were present and described the proposal as consistent with the city’s general plan. Applicant Douglas Nielsen said the property owners appreciated staff help in resolving utility and school-related issues during the process.
Councilman Oiler moved to approve the Maple View Farms annexation; Councilman Marshall seconded. Roll-call votes recorded: Marshall — yes; Beck — yes; Euler — yes; Carden — yes; Tooke — yes. For the Stewart Farms annexation, Councilman Carden moved to approve and Councilwoman Beck seconded; roll-call votes recorded: Tooke — yes; Carden — yes; Oiler — yes; Beck — yes; Marshall — yes.
The council also approved the meeting’s consent items by unanimous voice vote (motion by Councilman Tooke, second by Councilwoman Beck) and later voted to adjourn to a closed meeting to discuss purchase, exchange, or lease of real property under Utah Code Annotated §52-4-205. The motion to adjourn was made by Councilman Carden, seconded by Councilman Tooke; roll-call votes were: Tooke — yes; Carden — yes; Oiler — yes; Beck — yes; Marshall — yes.
Staff said there are no immediate development plans for the annexed parcels; both were recommended for annexation now with the RR designation to allow future development proposals to follow standard rezoning and subdivision review processes. Council members noted the annexations align with surrounding recent developments on 700 South and 3400 East and with the city’s long-standing general-plan designations for the area.
