Pacifica introduces new employees across public works, finance, police and recreation

City staff introduced a cohort of new hires to the City Council on Sept. 8, listing new public works, finance, public safety, parks and community development staff and outlining roles and prior experience.
City Manager Kevin Woodhouse and Human Resources staff introduced several new Pacifica employees to the City Council on Sept. 8 as part of a biannual welcome presentation.
Officials said Melissa Tingpao joined as director of public works in May with nearly 20 years of public works experience, and other hires include Newman Young (information technology analyst), Nelson Chen (payroll/account technician), Zach Harris (human resources manager), and a number of public works, parks and police staff who started earlier in 2025.
Staff highlighted individual backgrounds: Zach Harris joined in January from the Hawaii Department of Education with experience in benefits and classification; Janae Gilbert joined wastewater operations with a decade of prior law enforcement and water program training; Giovanni Beltran joined as a building maintenance specialist; and Katie Wells joined parks, beaches and recreation as a senior services program coordinator. Several new staff were noted as Pacifica residents or local hires.
City staff said the presentation is part of a semiannual program to introduce employees to the public and council and that department slide decks contain expanded biographies and contact information. The city manager and HR said staff would take a group photograph at the end of the presentation and that not all new employees could attend evening meetings.
Council members thanked staff and volunteers involved in recruitment and welcomed the new hires.
