The council opened a public hearing on the ordinance at 6:03 p.m., invited speakers and heard none; the public hearing was closed at 6:04 p.m. Council then called the question and approved the ordinance by roll call.
The clerk recorded affirmative roll‑call votes from Council Members Denning, Fry, Brown, Joseph, Lomach, Maxfield and Mayor Williams. No abstentions or no votes were recorded at the meeting.
The manager explained the fund will allow the city to deposit and expend solid‑waste revenues in a legally compliant way. No speakers spoke during the public hearing and no amendments were offered during council discussion.
