Rio Grande City awards library construction contract, selects engineering firm for drinking-water SRF application and approves Avance lease

RIO GRANDE CITY, Texas — On Sept. 17, 2025, the Rio Grande City Commission approved several contract and procurement actions, including awarding a construction contract for the public library expansion, selecting an engineering firm to pursue a Drinking Water State Revolving Fund (DWSRF) application, and approving a lease agreement with Avance at 1409 West Canales Brothers Avenue.
The commission voted to execute the construction contract previously awarded to JS Solution Esparato Corp for the public library expansion and approved moving forward to a pre-construction meeting and issuing a notice to proceed after execution. City staff said the contract award had been made at a prior meeting (Aug. 28) and the current action was to execute the contract.
On engineering selection for a Texas Water Development Board drinking-water SRF application (Application No. 63011), the city received four RFQ submissions: HAF Associates, Sames, Rio Delta Engineering, and Vantas Engineering. Commissioners said Rio Delta — the highest-scoring firm — declined to pursue the project in writing, making HAF Associates the next-highest scorer. The commission unanimously approved HAF Associates to provide the engineering services for the SRF application.
Contract and procurement items also included a lease agreement with Avance for rental premises at 1409 West Canales Brothers Avenue. The commission moved that item into executive session for negotiation and then returned to approve the lease as discussed in executive session.
All motions on these items passed unanimously.
Why it matters: Approving the library construction contract moves a capital project toward construction and sets the city up to issue a notice to proceed. Selecting an engineering firm for the DWSRF application begins the technical work needed for state revolving fund financing for drinking-water improvements.
