Codington County authorizes MOU for Calvin Industrial Park sewage lift station

The memorandum of understanding covers cost-sharing for a project the county’s state’s attorney, Lisonbee Bakken, described as necessary to support expansion south of the industrial park. Bakken said the total project cost is about $3.6 million; the county’s share under the draft agreement is estimated between $235,000 and $285,000, subject to grant awards that would reduce the county portion.
“The city has decided that they need to construct a lift station and a sanitary sewer project at Calvin,” Bakken said. “The parties have basically agreed to divide that amount by 4. The total amount is 3.6 million. ... The cost for the county as outlined will be between $235 and $285,000.”
Bakken told commissioners that Watertown and the Watertown Development Company have applied for federal and state economic development grants; any grant awards would be subtracted from the project total before the parties divide costs. She also said Watertown Municipal Utilities provided written confirmation that it will cover the county’s up-front obligation and the county will enter a repayment plan with the utilities beginning in 2027 after project completion.
Commissioner Gable moved to authorize execution of the MOU; Commissioner Schwier seconded. The board voted “aye” and the motion carried.
County staff said a second MOU will be drafted between Codington County and Watertown Municipal Utilities to govern the county’s repayment schedule and terms. No formal repayment schedule was finalized in the meeting.
Next steps identified during the discussion include finalizing grant application results and incorporating any awarded grant amounts into the parties’ cost shares before executing the repayment MOU.
