The Oshkosh Common Council on Sept. 9 approved a budget amendment and accepted a low bid from Vinton Construction Company for Public Works Contract 2503, which covers site preparation work for the Washington School reconstruction project.
Council discussion recapped a recent workshop where the council discussed costs to make development sites shovel-ready. Staff said the bid came in higher than originally estimated but that departments had identified areas where costs could be reduced through scheduling and scope decisions. Public Works staff noted that sequencing (for example, closing one street at a time) could save up to $40,000 and reduce overall expense without compromising erosion control or site readiness.
Council members expressed frustration that some cost-saving coordination did not occur earlier but said they were satisfied staff had since reviewed the bid for efficiencies. Council also discussed grant and loan options for Habitat and other purchasers; staff said they already coordinate with WEDA (Greater Oshkosh Economic Development partners) for city programs and would continue outreach.
The council voted on Resolution 25-481 to approve the budget amendment and contract award to Vinton Construction Company for Washington School Reconstruction (Public Works Contract 2503). Roll call: Stevenson Aye; Nichols Aye; Larson Aye; Spannbauer Aye; Flom Aye; Bilow Aye; Mugwower Aye. Motion carried 7–0.
Staff said they will monitor schedule and sequencing to realize cost savings and to keep the project moving while protecting soils and erosion control measures.
