At its Tuesday meeting the Houston County Board approved multiple routine items including state and federal companion grants, contract final acceptance for a crack-filling project, and vendor maintenance for the county property tax system. The board also approved payroll and vendor payments and tabled a request to initiate a search to fill a vacant social-worker position in Public Health and Human Services.
Key approved items included:
- Resolution number 25-30: aquatic invasive species prevention aid for river (motion carried). - Acceptance of State Commission Grant Minnesota number 1061019 for airport crack filling (staff stated the grant reimburses $1,013.50 for state companion funding and the work was completed in 2024). - Acceptance of a state companion grant for the T-hangar project (approximately $29,150.79) to match FAA funding. - Adoption of final acceptance resolution for the crack-filling contract with Farner Asphalt Sealers; staff certified final cost at about $114,300.45 (roughly 96.66% of original contract bid). - Approval to accept an earlier-described Delta Dental grant of $10,000 (see separate article). - Approval of Amendment 9 to the maintenance and support contract for the county's property-tax system (referred to in packet as ‘‘Amendment 9’’ for Avenu/Avenue support; staff said the arrangement extends vendor support through Dec. 2026). - Approval of vendor payments and routine disbursements.
On personnel and staffing, the board reviewed a request to initiate a competitive search for a 1.0 FTE social-worker position in Public Health and Human Services to replace a retiring employee. Staff said average caseloads in the unit run 50 to 65 clients per worker and that hiring overlap would be desirable for training. Commissioners expressed concern about an anticipated large levy increase and asked for a position-justification review and comparison with peer counties; by motion the board tabled the hiring request until further budget information is available.
Motions on routine grants, contracts and payments were approved by voice vote; the social-worker request was tabled by majority vote.
