NAPA, Calif. — Napa County supervisors asked staff Sept. 23 to return with a final, fully reconciled total for the county’s new detention facility after accounting for furniture, change orders and other closeout costs; Public Works told the board the project remains within available funding and a state closeout audit will start soon.
Lede: During consideration of consent and closeout items, Supervisor David Ramos requested a comprehensive “final final” cost tally for the detention facility relocation project that includes all change orders, furniture and last-minute operational upgrades. Public Works Director Steve Leder reported the project remains under budget and said the county will complete state-required closeout steps and an audit in coming months.
What was said Supervisor Ramos asked staff for an accounting of the project’s final cost: “What I would like to be able to have, come back to us is, the final final cost. Throw in the furniture, throw in these change orders, and tell us what that final cost was.”
Public Works Director Steve Leder: “We are not close to needing more money from you. Trust me on that. We did have a number of items in closeout…there is a closeout audit with the state that happens as part of this project, and that's I believe scheduled for next month.”
Leder explained several final items that contributed to change orders, including last‑minute code and safety changes requested by the Board of State and Community Corrections (BSCC) related to fixtures and bunk beds, additional EV chargers added to meet the county’s climate policy, and final work on security and telecommunications identified during operational testing.
Board action The board approved the related consent item (item 5U) on a unanimous vote; Supervisor Ramos made the motion and Supervisor Manfry seconded. The board directed Public Works to return with the reconciled final cost after the state closeout audit is complete.
