Staff rolls out cost-rate methodology; Southlake basin target falls under earlier estimate

Program staff presented a newly issued cost-rate methodology intended to standardize how dollars convert to phosphorus-reduction targets and how funding is allocated across basins and sectors.
Chris (program staff) summarized the methodology and the immediate implications for the Southlake basin: the basin’s original target for the prior three years had been 216 kilograms; the new formula reduces that base target to 124 kilograms, a 43% decrease. He added that when anticipated grant funds that have been appropriated but not yet applied are included, the target for the current fiscal year (ending 06/30/2026) would rise to 154.2 kilograms. Chris said the new allocation formula also reduces the dollar amount slated for the basin next year, to approximately $780,000, because funds were rebalanced across basins and the developed-lands sector received increased emphasis.
Chris credited colleagues Ben Copens and Claire Madden for analytical work on the methodology and encouraged board members and partners to review the full document for technical details. He described the methodology as “pretty complicated” and urged basin partners to dive into the document and ask questions at future meetings.
Staff said the methodology will affect project targets and funding expectations for the coming fiscal year and asked members to consider the updated targets when planning projects.
