The Rutland County REMC began without a quorum but conducted routine business by consensus. The agenda was approved by consensus early in the meeting, and the minutes of the June 18 meeting were recorded as approved by consensus during the public online session.
Later in the meeting — after one additional participant joined and the committee established a quorum — members revisited procedural items. The REMC moved and seconded an amendment to the agenda to add three items (emergency operations center training, a Red Cross shelter site survey, and IS 200/300/400 training) and to remove one sub-item (the brainstorm of the yearly schedule). The motion to amend the agenda passed.
With a quorum present, the committee also moved and seconded to approve the minutes of the July 18 meeting; the motion passed. The meeting ended after a motion to adjourn was moved and seconded and carried.
Meeting participants and staff clarified that items acted on initially by consensus while a quorum was not present had been captured in the minutes and that formal approval was completed once a quorum existed.
Votes at a glance: - Agenda approval (early session): approved by consensus (no formal roll-call vote recorded while quorum absent). - Minutes of June 18: approved by consensus (no formal roll-call vote recorded while quorum absent). - Amendment to agenda (add EOC training, Red Cross shelter survey, IS courses; remove brainstorm item): motion moved and seconded; motion passed (vote recorded as motion passes in transcript). - Minutes of July 18: motion moved and seconded; motion passed once quorum was present. - Motion to adjourn: moved and seconded; motion passed.
The transcript does not record formal named movers and seconders for the motions or a complete roll-call vote tally; outcomes are recorded in the meeting minutes as passed or approved as noted above.
