RPC committee backs minor employee handbook edits after Sudbury concern

The Rutland Regional Planning Commission’s Executive Finance Committee voted Sept. 8 to forward proposed, limited edits to the RPC employee handbook to the full board after staff reviewed concerns raised by a member of the public.

Devin, the RPC’s executive director, explained that Barbara Thompson of Sudbury had raised concerns at the annual meeting about separation clauses and how at-will employment language was presented. Staff met with the commission’s attorney and proposed small wording changes intended to address those concerns without changing substantive employment policies.

Devin said one change removes language that could be read as stating employees may be terminated “for any reason” and that the office would instead clarify that the handbook does not override statutory protections. He described the change as “very, very simple” and intended to address employee-retention optics rather than alter policy.

A second clarification confirmed that exempt/nonexempt status remains unchanged for RPC staff after applying the standard tests, and a third addition formalizes how paid parental leave interacts with accruals: paid parental leave will count for purposes of accruing vacation and sick time, while unpaid FMLA-style leave will not.

Committee members asked for a brief redline review; staff said the proposed edits were minimal and that the board will vote on the handbook at the full meeting. The committee moved and approved a recommendation to forward the revised handbook to the full board.
