The Baltimore City Board of Estimates approved payment to address an unauthorized procurement with Dredge Boats LLC for work on harbor skimmer boats and pier conveyors, the Board was told Wednesday.
Chief Procurement Officer Adam Manny explained that the Board previously approved a purchase order for replacement skimmer boats and conveyors. Additional work — including extending pier conveyors from 30 feet to 40 feet and modifications to the skimmer-boat cabs and doors requested by operators — was completed but not processed through a required change order. "What didn't happen in the breakdown in the process was a change order to the purchase order should have been issued for these additional funds," Manny said.
DPW representative Kendall Abu Hakim described the skimmer boats as marine operations that patrol the city shoreline to remove floating debris and noted the service operates seven days a week. A DGS representative said the modifications to the conveyors and boats justified the additional funds. The agenda listed the unauthorized procurement amount as $198,600 for SB2512472.
Board members moved and seconded approval; the item passed by voice vote. Officials said the additional work was necessary for operations that move trash from skimmer boats onto conveyors and into roll-off dumpsters and that legal review would follow for procurement process issues.
