The Highlands Town Board of Commissioners on Sept. 18 approved a preliminary and final subdivision plat for property at 355 Spring Street, splitting a 10.58-acre parcel into two lots measuring about 6.06 acres and 4.52 acres.
Planning and approvals Planning staff and the planning board recommended the plat for approval. Michael Mathis presented the application on behalf of the planning department and noted that the parcel is zoned R‑1 residential and lies within Watershed 3 of the town’s water-supply protection mapping. He cited the unified development ordinance’s dimensional standards, which set a minimum lot size of 0.75 acres for the zoning and watershed district.
Public-work review and applicant status Public works director Lamar Nix reviewed the application and issued a letter of approval. The applicant, Lisa Allen, attended the meeting; her sibling, John Neal, was not present. Mathis said the subdivision is a division of siblings’ property and is not connected to any impending development project.
Board action A motion to approve the preliminary and final plat carried by voice vote. No conditions beyond standard plat requirements were read into the record.
Next steps Staff will record the plat in accordance with town procedures and follow standard posting and permitting steps for new lots.
