Council considers banning commercial dumping at burn/compost site, directing staff to draft policy

Councilman Singleton raised concerns about commercial haulers using the city's burn/compost site and presented a proposal to prohibit commercial dumping of grass at the site starting Jan. 1.
Singleton said commercial dumping has grown and is turning the site into a de facto commercial disposal location that creates fire and maintenance problems. He told council members city crews and the fire department can manage resident loads, but “commercial, we have an issue with,” and proposed limiting access so that commercial operators find another disposal location.
Fire Chief Taylor (first name only in transcript) told the council the department will respond to residential fires at the site but is concerned about large, commercial accumulations. Council members discussed making an exception for a neighboring commercial user who owns part of the access road; one member said a separate contract could address that user’s arrangements.
Staff said the issue will be handled by updating the city’s rules and regulations and by sending a notice in December to all current key holders. A council member said: “Please send a letter out to all our burn key holders… In December. We'll include that information,” and staff agreed to notify the identified commercial hauler and the public.
No formal ordinance or resolution was adopted at the meeting; staff said they would draft a policy or code change and return to council for formal action.
