Clinton County Councilors approved a two-tier wage plan for 2026 and discussed how to handle an anticipated health-insurance premium increase.
By unanimous voice vote (7-0) the council adopted a structure that would give employees in job classes already above the midpoint a 1% pay increase and give other eligible county employees a 2.5% increase. Council members said the approach continues a multi-year effort to narrow pay disparities between positions that had been pushed above midpoint and those at or below midpoint.
Councilors also discussed county health insurance. Staff warned the county—s claims history suggested the county may receive renewal quotes that are significantly higher than the budgeted 10% assumption; councilors instructed the benefits committee and commissioners to seek plan designs that fit within the 10% assumption where feasible but to report back if quotes are materially higher. The council tentatively scheduled an extra meeting for October if final insurance numbers require reopening budget adoption.
Ending: The pay formula was approved 7-0; final adoption timeline for the budget may shift depending on insurance-market quotes, which staff said could exceed the 10% amount currently included in the draft budget.
