The council approved job descriptions converting a grant-funded, part-time crime analyst to a full-time, salary-exempt position and a full-time grants special projects coordinator; ratified multiple engineering contract extensions through Jan. 31, 2026; renewed an emergency medical services agreement with Elite Ambulance Services; approved an MOU with Borderplex Community Capital (a CDFI) to provide small-business lending access at the Chayo Apodaca Community Center; authorized an interlocal cooperation agreement with Texas State University’s School Safety Center for tobacco and e-cigarette compliance operations; set a Veterans Day parade and dedication for the city’s first veterans memorial; denied a proposed city marketing partnership for a Tejano festival press conference; denied a petition to release acreage from the city’s extraterritorial jurisdiction; and deleted an item directing the city manager to study weekend transit after staff said a recent study had determined weekend service was not cost-effective.
