Board adds safety coordinator, discusses Senate Bill 68 requirements and Stop‑the‑Bleed training

District leaders briefed the Webster Groves School District Board on safety and security measures required under Missouri Senate Bill 68 and state safety standards, then the board approved an additional safety coordinator.

Tina Clark Scott, director of learning support services, and Terrell Baker of the Missouri School Board Center for Education and Safety described training and compliance steps tied to Senate Bill 68 and to state standard MSAP 6. They said the law requires stop‑the‑bleed kit placement and staff training, safety assessments for all buildings, and district emergency operations plans. Scott said she completed certification for conducting building safety assessments and proposed using in‑district trained staff rather than an outside contractor to contain costs.

Baker, who presented his background in military police and school safety, described the Stop‑the‑Bleed program as a basic, life‑saving hemorrhage control skill set and offered to provide training and kit restocking. He emphasized collaborative relationships among local police, fire and regional partners and said the district should coordinate safety work with Webster Groves and Rock Hill police departments and with St. Louis County and federal partners as appropriate.

The board then voted by voice to approve Terrell Baker as an additional coordinator of safety and security. The board chair called for ayes and declared the motion passed; no roll‑call tally was recorded. The district placed a safety and security update on the board agenda and indicated further work on assessments and emergency planning will continue with local partners.

No ordinance or new funding was adopted at the meeting; presenters noted that one contractor estimate for full assessments had been about $20,000 and that the district intends to use trained staff where possible to reduce that cost.
