The Ohio Facilities Construction Commission offered New Philadelphia City Schools an $80 million award through its Classroom Facilities Assistance Program to co‑fund a district master plan for new school facilities, but the state funding is contingent on the district approving a local bond measure on the November 2025 ballot, a district staff member said.
The offer, made under the OFCC’s Classroom Facilities Assistance Program (CFAP), would supply the state share of the project if the district secures its required local share through the bond. The district would deposit bond proceeds into a dedicated project construction fund and the OFCC would contribute its state share on a quarterly basis tied to the project’s cash‑flow needs.
If the bond measure passes, the district would work with the OFCC to select architects and construction managers and to create and approve detailed project plans. The OFCC will provide oversight during design and construction to ensure the work adheres to state regulations and the commission’s standards, the staff member said.
District officials described the offer as a potential opportunity to address aging school infrastructure and build updated learning spaces, but emphasized that the funding is conditional on voters approving the local bond in November 2025. No formal vote or final agreement was reported at the meeting; the offer was presented as contingent on the district securing its local share.
The bond will appear on the November 2025 ballot; if the district approves the measure, officials said they will move forward with collaborative planning and state oversight under CFAP.
