Clay County approves contract with Winthrop & Weinstein for state lobbying through 2026

The Clay County Board of Commissioners authorized a contract with Winthrop & Weinstein to provide legislative strategy, monitoring and advocacy services through 2026.
County staff presented a proposal from Winthrop & Weinstein and recommended a contract to provide legislative strategy development, monitoring during sessions, bill drafting assistance and testimony support. The firm proposed a flat rate of $4,000 per month ($48,000 annually). Staff noted additional expenses such as transportation would be billed separately in most cases.
Commissioners who had worked with Winthrop & Weinstein through the Fargo-Moorhead Chamber said the firm was familiar with the county’s priorities and could begin work quickly. Commissioner Kravanoff moved to enter into an agreement starting as soon as a contract can be arranged and continuing through February 19, 2026; the motion was seconded and passed by voice vote.
County staff said the initial plan is to fund the contract from economic development funds and that the contract is not being treated as a levy increase. The board authorized administration to finalize contract terms and return any required paperwork to the board as needed.
