District finance update: closing year-end entries may prompt small budget extensions; levies fund athletics and activities, staff says

Quinn German, the district’s finance presenter, gave an update on the fiscal close and the district’s accounting work as the new school year begins.
German said the district’s fiscal year ends Aug. 31 and staff are finalizing journal entries and accounting adjustments to ensure transactions are recorded in the correct funds and year. Those adjustments will increase liabilities tied to accounts payable and may require the board to approve small budget extensions to the general fund and the capital projects fund.
"We're still on track to have a positive ending fund balance into this fiscal year," German said, adding that the adjustments reflect moving outstanding payables into the appropriate funds and updating accounting practices.
German also explained a questioned warrant that appeared twice for $284,000: electronic ACH payments require the district to fund a separate account that holds ACH dollars, so a check is written to the district’s account and then the ACH is swept; two transactions can appear in the reports though they represent a single expense.
Board members asked about athletics and extracurricular funding after hearing about other districts that reduced transportation and clubs after levy failures. Superintendent Jesse explained that athletics, coaches’ salaries, equipment and transportation for activities are funded from local levies rather than from the state basic education allocation. He said roughly 17 cents of every levy dollar in Shelton supports athletics and activities, and that when levies fail those programs are often cut.
The board did not vote on any budget actions at the meeting; German characterized the update as an in-progress accounting process and said staff will return with formal budget-extension requests if needed.
