The City of Warren Planning Commission on Sept. 22 approved a site plan for a proposed cannabis provisioning center at a former car‑wash on the southwest corner of 14 Mile Road and Hollingsworth Avenue (listed as 6814 14 Mile Road). The applicant, John Bartlett, described plans for a two‑story building with roughly 3,000 square feet on the first floor plus a basement and 28 parking spaces.
Planning staff recommended approval subject to seven specific conditions. Staff required revised site plans (five copies) showing an integral curb and sidewalk detail and the basement square footage and use; revised floor plans indicating basement use (which may affect parking calculations); corrected elevation labels; a photometric plan with pole height measured to fixture tops; replacement of invasive burning bush shrub species with recommended alternatives; removal and replacement of a recorded stormwater easement and creation of new easements coordinated with affected entities; and a performance bond of $34,500 based on an estimated project cost of $1,150,000.
During discussion the petitioner said the design team could meet the conditions, would provide ADA accessibility, and planned to adjust the storm sewer alignment to avoid DTE and Consumers easements. Commissioners asked about basement flood risk; the petitioner said a sump pump or other measures would be considered to protect stored inventory. Commissioner Holloway moved to approve with discussion; Commissioner Doussay seconded. Roll call recorded support for approval and the motion carried.
Planning staff will require the petitioner to record amended easements and post the performance bond before permits are issued.
