Alisal Union parent council postpones officer elections, reviews complaint procedures

The Alisal Union parent council approved the meeting minutes with corrections and postponed elections for two officer positions after determining not enough school-elected representatives were present to validate votes.
The council’s president, Lorena Mendoza, opened the meeting and asked members to review the minutes. Members approved the minutes after corrections were noted that Paloma Valdez was absent and that a Spanish-language date entry should read August rather than May.
The meeting included a presentation by Saraí Ramírez of the district Human Resources department on the district’s Uniform Complaint procedures. Ramírez summarized the process as a way to “llevar adelante las violaciones y las leyes y regulaciones educativas federales y estatales” and said “la meta del distrito es la resolución temprana y informal de quejas, siempre y cuando sea posible y apropiado.” She advised parents to first raise issues with school administrators and said complaint forms and guidance are available online and at district offices, which she identified as located at 155 Parten Road.
Members heard candidate remarks from parents seeking to fill two vacancies — secretary and time monitor — including Luz Alavez, Alejandra Ruiz Rubio, Stephanie Vera and others. Several candidates described their reasons for volunteering and the duties of the roles: the time monitor enforces meeting time limits and the secretary records meeting notes and prepares minutes. Because some schools had not yet elected their ILAC/ELAC representatives, those present concluded the ballots would not meet the committee’s representation requirements and decided to delay the elections.
During a discussion of proposed bylaws and voting rules, council members and district staff reviewed language requiring a defined proportion of members to be parents of students classified as English learners; speakers repeatedly cited the need for a majority (variously referenced in the meeting as 49/51 percent, 51 percent and 41 percent in different exchanges) and asked staff to confirm the precise statutory requirement. Council members agreed to postpone votes on bylaws and membership rules until school-elected representatives are present and language is clarified.
Other items included an announcement about an upcoming ‘‘Moody Saturday’’ extended-learning program on Oct. 4, 11 and 18 offering full-day classes in English, math, art, science and LEGO activities, and a request for volunteer coaches for winter sports, including basketball. The council also received administrative reminders about quorum and voting eligibility for school representatives.
The council set its next regular meeting for Oct. 21 and heard a personnel announcement from a member who said her last day with Alisal would be Sept. 30 because she is taking a new role as an associate superintendent in Winfield. The meeting adjourned at 7:35 p.m.
