City authorizes $200,000 amendment to WRF Phase 2 for second bio-dryer

The Yelm City Council on Sept. 9 authorized two contract amendments to the Phase 2 Wastewater Resource Facility upgrades, approving $200,000 for work tied to the addition of a second bio-dryer.
City staff described the amendments during the council meeting as budget-neutral overall for the project lifecycle, with savings in the liquid-treatment portion offset by higher costs on the solids side. A staff presenter summarized the changes as adding a second bio-dryer now to avoid a larger installation cost if the equipment is purchased and fitted by another contractor in a few years.
“...we did save some money in the liquid side of the phase. We are spending a little more money on the solid side, and that’s because we’re adding a second bio dryer,” the staff presenter said. He told council that across the entire project the net variance is about $300,000 on a $34,000,000 project, characterized as roughly $100,000 positive and $200,000 negative.
Council member Wood moved the authorization “to approve amendment 6 and 7 to the Phase 2 WRF upgrades agreement in the amount of $200,000 for work associated with the addition of a second bio dryer.” The motion was adopted by voice vote; the council recorded that the motion carried but did not provide a roll-call tally on the record.
The staff presenter said the choice reflected a preference to install the second unit now — while the contractor is on site — rather than bring another firm back in three or four years to add equipment. The amendment had been reviewed by the city attorney and presented previously to the public services committee, the presenter said.
No additional conditions or follow-up reports were recorded in the meeting minutes on the record. The authorization delegates execution of the amendments to Mayor De Pinto.
The matter will be incorporated into the WRF project contract records and capital project reporting; the council did not set a separate implementation timeline during the discussion.
