The Skowhegan Select Board voted 5-0 Sept. 9 to accept the Ranger bid for the Ranger Athletic Complex Phase 2 Part 2 project, contingent on receipt of a pending $3 million grant and clarification of bid specifications.
Staff reported two bids were received July 10: Ranger at $2,096,000 and a second bidder at $3,803,000. Ranger has performed prior work on the project. The board's acceptance is contingent on the town securing the $3 million in grant funds and on staff verifying bid alternates and specifications before any contract is signed.
"We can't sign the contract. The contract's not valid until those contingencies that we just listed are met, which includes the securing of the $3,000,000," the town manager said.
Select Board members asked staff to confirm Ranger understood the contingent nature of the acceptance and that the town would revisit contract execution only after grant receipt and specification clarification. Staff confirmed they had discussed the contingency with Ranger.
The motion to accept Ranger's bid with listed contingencies carried unanimously. Several other agenda items were tabled to a future meeting.
