Planning staff reported that the city manager has directed the Planning Department to prioritize rewriting or restoring plan development residential (PDR) provisions before addressing entrance-corridor standards or townhouse regulations.
Staff said the PDR/PUD framework previously provided flexibility for residential development—examples cited included Weatherburn—allowing smaller front-yard setbacks and design cohesion in exchange for a coherent site plan. The commission was told staff will bring back the old PUD text (to be rebranded as planned development residential) for initial review at the next meeting as a starting point for discussion.
Why it matters: restoring a PDR option could allow higher-density residential products or alternative configurations in R1 and R2 zoning districts without requiring ad hoc zoning exceptions. Commissioners and staff framed the work as a response to housing-cost pressures and recent council interest in enabling more housing density.
