Manatee County commissioners approved a rezone request Sept. 4 to change a 1.66‑acre parcel on Seventh Street East in Palmetto from A‑1 (agricultural) to RSF‑3 (residential single‑family 3), a change staff said aligns the zoning to the property’s residential future‑land‑use designation and would allow up to four dwelling units.
Applicant Bob Schmidt, a Manatee County resident and planner with Land Planning Associates, told the board the owners intend a lot split that would allow deed transfer of a second parcel to a family member. Schmidt said a drainage ditch bisects the existing lot, complicating a split under current A‑1 zoning and that the parcel is 1.66 acres (i.e., smaller than the two‑acre threshold that would permit a split without rezoning).
Planning staff (CJ Mills) described the request as consistent with the county comprehensive plan and land development code. Mills said the property is in the RES‑3 future‑land‑use category and is suitable for RSF‑3 zoning, and noted the proposed zoning would limit potential incompatible uses and is a low trip generator. Mills flagged a lack of existing sidewalks and bicycle lanes as potential pedestrian safety concerns but noted the parcel is not in a flood zone and a school (Tillman Elementary) is within a mile.
There was no public opposition and no ex parte disclosures. The board voted to approve the rezone; the motion was made by Commissioner Bearden and seconded by Commissioner Ron. Votes were recorded as 5‑0 with Commissioners Ballard and Sadiq absent.
