The Evansville Affordable Housing Trust Fund Advisory Committee voted Sept. 23 to award a $10,805 repair contract for 222 Polster Drive to Rhinelander, the lower of two bids, and to table consideration of a $42,400 Judson Street repair until staff can confirm property-tax payments and the homeowner27s willingness to accept a loan for costs above the program27s $25,000 threshold.
Chair Matt Heck said the committee received two bids for 222 Polster: Rhinelander at $10,805 and ACE at $11,420. DMD staff provided a scope that included installation of an EPDM rubber roof section, two vinyl windows, replacement of damaged vinyl siding and trim, and furnace and air conditioning service.
The motion to approve the $10,805 contract was made by James Sutton and seconded by Ruth Metzger; members voted aye and the contract award was approved.
The Judson Street project had been tabled at a previous meeting due to unpaid property taxes; staff reported the homeowner has since submitted some tax payments but that records on the assessor27s website may not reflect recent in-person payments. Staff said the homeowner provided a receipt showing a $36.86 payment but that the larger outstanding amounts (and whether those payments fully resolved the delinquency) required confirmation.
Because the Judson quote exceeds the $25,000 threshold (the bid is $42,400), the committee discussed whether the homeowner is willing to accept a loan for the $17,400 in excess. DMD staff recommended obtaining written confirmation that property taxes are paid in full and that the homeowner accepts a promissory note covering the excess before the committee finalizes the contract.
Committee members expressed concern about setting loan terms that homeowners cannot afford. One member noted the program uses low or zero-interest loans and, for some work, forgivable grants; members asked staff to apply income-eligibility and loan-payment calculations to ensure borrowers can manage monthly payments.
The committee approved a motion (Ruth Metzger, second Ted O'Connell) to have staff prepare a conditional agreement and return with written confirmation of taxes paid and the homeowner27s acceptance of the repayment arrangement. That motion carried.
On the financial report, staff reported a total available balance for the trust fund of $227,114.91. Committee members noted two preapproved projects—816 East Powell and 404 South Morton—were later removed from the pipeline and that amounts associated with those cancellations did not appear on the supporting schedule provided.
Staff said they will follow up with the homeowner and with Finance/Assessor records to produce documentation of tax payments and will present the Judson agreement for committee approval once paperwork is received.
