Vanderburgh County awards $412,421 street-repair contract and approves engineering amendments that reallocate ARPA funds

Vanderburgh County commissioners awarded a $412,421 contract to Rivertown Construction LLC for VC25-08-01 Concrete Street Repairs and approved three contract amendments that reallocated engineering and construction-administration fees on separate small-structure and drainage projects.
The award and amendments were approved by roll-call votes of the board: Commissioner Gable — yes; Commissioner Canterbury — yes; President Elpers — yes.
The county engineer reported Rivertown Construction submitted the lowest bid of $412,421 for the concrete street-repair contract and recommended award. Commissioners moved and approved the contract during the engineer’s agenda item.
Commissioners also approved: (1) Amendment No. 1 to the Radio Avenue small-structure replacement engineering agreement, which reduces right-of-way engineering costs by $20,300, reduces right-of-way services by $47,500, and adds $5,000 for hydraulics and design; the amendment reduces the project’s original not-to-exceed amount from $143,170 to $80,370 as shown in the contract documents presented to the board. (2) Amendment No. 2 to the Nisbett Road small-structure replacement engineering agreement, which shifts $6,890 from right-of-way services to construction-administration costs and leaves the project’s not-to-exceed amount unchanged at $103,600. (3) Amendment No. 2 to the Woods Avenue/Elm Avenue/Franklin Street drainage improvements engineering agreement, which reduces right-of-way acquisition costs by $18,665, increases construction-administration costs by $10,000, and lowers the project total from $207,100 to $198,435.
On funding, the county engineer said these are American Rescue Plan Act (ARPA) projects and that he will follow up with the auditor’s office to determine whether any formal amendment to the ARPA plan is required before transfers are made. Commissioners indicated agreement that, once balances are known, funds could be moved among existing ARPA projects to cover final contractor amounts.
The actions were recorded as standard agenda items under the county engineer’s report; commissioners asked no substantive changes to the contract terms during discussion and approved each motion by unanimous roll call.
Next steps identified by staff were finalizing contractor construction amounts for Woods and Radio projects and returning with details of remaining balances and any required ARPA plan adjustments.
