Vanderburgh County commissioners approve routine contracts, grants and infrastructure changes; rezoning passes 2-1

Motion approved unanimously. - Acceptance of street improvements in Goldfinch Cove sections 1 and 2: accepted for county maintenance as built; approved unanimously. - Radio Avenue small structure replacement (change order 1VC24-12-02): net increase of $14,673.98 for unforeseen material and site conditions; funding to be drawn from rescue funds reallocated from other drainage work; approved unanimously. - Health department — amended GRAMA contract No. 94423: language changes required by the state; no funding changes; approved unanimously. - Indiana Department of Health grants/agreements: contract No. 95511 ($10,120) for data-analysis software licenses for the pre-to-3 program; contract No. 96009 ($75,000) to fund fetal and infant mortality review staff; a no-cost referral-reporting agreement for My Healthy Baby referrals to the pre-to-3 program; and two interlocal agreements with Warwick County (pre-to-3 services and STI testing/treatment/up to $20,000 each). All were approved unanimously. - Treasurer — first amendment to the payment-processing agreement with Forte (CSG Forte Payments Inc.): contractual extension and pricing change intended to lower fees for credit card and e-check processing and to add Apple Pay; treasurer estimated taxpayer savings of about $75,000 per year under the new pricing model; approved unanimously. - County Title VI nondiscrimination implementation plan: updated plan submitted to preserve eligibility for federal funds; approved unanimously. - Rescind burn ban: after recent rains, the board voted to rescind the local burn ban; motion approved unanimously.
Drainage board and related approvals (same meeting or immediately following): - Drainage-board approvals included applications from CenterPoint Energy (fiber-related work at 2601 Bridal Road), Crown Castle (fiber at Vogel Road and Newton Avenue), and Charter Communications (Crawford/Brandeis extension); drainage-easement encroachment approvals at 3733 Cobblefield Drive and for a geothermal crossing tied to the St. Joe Industrial Park; an amended drainage plan for St. Joe Industrial Park at 2000 West Mill Road; and retroactive approval of nine previously contracted claims totaling $13,062.19. All of these items were approved by the drainage board during the hearing.
Votes on rezonings: The board adopted final reading of rezoning ordinance BC-9-2025 (APC docket REZ-2025-027), changing 2741 and 2761 Allens Lane from R-3 to M-2 with a use-and-development commitment, by a 2-1 vote. Commissioners voting in favor recorded “yes”; Commissioner Gable recorded “no.”
Next steps and context: Approved contracts and interlocal agreements move forward under the terms presented. The treasurer's amended agreement will be implemented through the vendor relationship; the Title VI update was filed to maintain federal fund eligibility. The drainage board noted a planned public stakeholder meeting on Pigeon Creek watershed matters on Oct. 27.
