Michelle Gaston, who is handling budget matters for the county, told the council the county conducts a quarterly review required by the budget ordinance and that department heads review revenue and expense projections to identify changes for a formal amendment. "We expect that we'll be able to present the roll up to council in about a week and a half or so with any changes that we made," Gaston said.
Gaston confirmed the payroll correction for detention center staff — who moved from an 80‑hour to an 86‑hour pay schedule — has been submitted for processing: "It is our intention to make sure that they see the first part of that change on Friday." She explained the hourly rate remains the same but annual salary was adjusted to account for the extra hours; overtime eligibility will change when employees exceed the 87th hour in a pay period. Gaston also said a countywide $2‑per‑hour raise is scheduled to be implemented in January.
Council members asked for more detail and some said they would withhold final approval of the budget amendment pending the executive session discussion on payroll policy and compensation. The ordinance was moved and seconded and approved by title only; one council member announced they would abstain until after the executive session. The meeting’s executive session agenda listed compensation topics for the finance department and payroll/overtime policy as attorney‑client matters.
