Williamsport City Council on Sept. 4 approved a resolution awarding construction services for the Bowman Field outfield wall replacement to WG Land Company, the low bidder.
Bill (city staff) told council the low bid totaled $500,747, comprised of a base bid of $438,579 plus two alternates (alternate 3, underdrain, $39,168; alternate 4, two foul poles, $23,000). Staff said they received five bids and that the second-lowest bid was approximately $77,000 higher. The project funding cited in the meeting includes a state appropriation previously announced and a $750,000 Pennsylvania Department of Community and Economic Development (DCED) tourism/marketing grant.
Staff discussed coordination with the Crosscutters and Major League Baseball (MLB) partners; MLB/BAM offered two foul poles used at a Major League event that the city plans to re-use. Bill said the pads being installed will be engineered to sit about five inches off the ground so they will not routinely need removal for future events; any MLB-specific changes would be handled by MLB/BAM when they arrive.
Council questioned the original schedule and delays; staff said bids received earlier were significantly higher and that delaying to the current bid window produced lower prices.
The resolution passed unanimously, 6-0.
