Clinton County commissioners approve loans, contracts, hires and retirements in consent business
Summary
At the Sept. 4 meeting the board approved a revolving loan, multiple contracts and subscriptions (including a Motorola RAVE emergency-alert subscription), service agreements, equipment purchases, and a series of personnel actions including the retirement of IT Director Ernest Jackson; all items were approved by voice vote.
The Clinton County Board of Commissioners on Sept. 4 approved a slate of consent items including a loan, contracts, subscriptions, equipment warranties and multiple personnel actions.
Key items the board approved by motion, second and voice vote included:
- A $192,000 loan from the Clinton County Revolving Loan Fund to Good Neighbor Craft House LLC on the terms in a loan commitment letter dated July 31, 2025.
- A contract for services with Robert J. Meacham, psychologist, to provide psychological evaluation, assessment, court testimony and related services to the public defender's office at a rate cited in the agreement; the motion stated a rate of $9 per hour and a monthly retainer of $3,300 effective July 1, 2025.
- An annual subscription agreement with Motorola Solutions for the RAVE emergency alerting program for Clinton County at an annual cost of $11,620. Jonathan (Department of Emergency Services) explained RAVE will replace the county—odeRED mass-notification system at the beginning of the next calendar year, with a three-month trial and migration period.
- A room-alert facility monitor subscription renewal for server-room conditions for $349.95 for Aug. 23, 2025 through Aug. 22, 2026; and a warranty agreement with Willow Product Company LLC for replacement of three sliding doors at the Clinton County Prison Correctional Facility for $65,160.
- Contracts with miscellaneous service providers to provide placement services for Clinton County Children and Youth Services and juvenile probation (effective July 1, 2025 through June 30, 2026); Community Options Incorporated was listed among providers.
- Personnel actions including the appointment of Tim Owens to the Clinton County Agricultural Preservation Board (term to 12/31/2028); confirmation of Shelia Woodrow as an unpaid extern; acceptance of the retirement of Ernest Jackson, IT director, effective Sept. 12, 2025 (commissioners presented a certificate recognizing 20 years of service); confirmation of several hires and internal promotions (including Jessica Quick as a part-time clerk in the Prothonotary's Office and the change in job title of Desiree Myers from chief clerk to chief operating officer/chief clerk). The board also approved county bills totaling $1,791,762.57 for the two-week period ending Sept. 4, 2025, and net payroll of $335,910.96 for the period ending Aug. 29, 2025.
All consent items listed on the Sept. 4 agenda were approved by voice vote; the transcript records the motions, second and the board answering "Aye," but provides no roll-call tallies in most cases.
Several items included staff remarks. Jonathan said the RAVE product will allow residents to opt into notification categories (text, phone, email) and that the county expects to transfer CodeRED enrollment data during the three-month migration period; he also noted one full-time dispatcher vacancy in the Department of Emergency Services.
No items on the consent agenda were tabled or amended during the Sept. 4 meeting.
