Staff shake‑up and contentious interim appointment noted in county commission update to planning commission

Planning and zoning staff opened Thursday’s meeting with several administrative updates, including a staffing change and a county commission summary that commissioners said was contentious.

At the start of the meeting Chrissy Hawthorne, a planning and zoning staff member, told the commission she had been removed as zoning administrator and said Sean has been appointed the zoning administrator. Hawthorne thanked the commission members for their support and said she intends to continue assisting existing applicants “as long as I’m allowed to.” Sean was introduced and commissioners welcomed his move into the zoning administrator role.

County commission brief Commissioner Brian provided an update on recent County Commission business. He said the county opened a public hearing on a walking‑horse rezone, appointed Melanie McCandless to a board or position (the appointment was unanimous), and pulled a Dark Skies memorandum of understanding from the agenda to allow more work on implementation with Planning & Zoning staff. He reported that the County Commission voted 4–3 to place an interim planning and zoning director in the position; he described the appointment as contentious and said the county has engaged an independent third party to investigate statements and ensure an impartial review. "Our objective is to focus on fact finding, constructive action, and we'll keep citizens updated as transparently as possible," he said.

Future work and mandates Commissioners and staff discussed the state‑mandated addition of a water element to the general plan, which staff said must be completed by 2025 and will be a new chapter of the general plan. Staff explained the water element will be incorporated into future development application findings and will require cooperation with local water districts and public input as described by state law.
