Harnett County officials on Sept. 30 presented a memorandum of understanding with Cumberland County in which Cumberland requested an allocation of 6,000,000 gallons per day from the new Irwin water-treatment plant now in design.
Tommy Burns, speaking for county utilities, said the MOU formalizes Cumberland County’s request and allows Harnett engineers to incorporate the additional capacity in the plant’s initial design. Burns said a more detailed interlocal agreement will be required later to specify cost sharing and operational responsibilities.
